Interfaz entre la legislación REACH/residuos, y en la estrategia de plásticos (en la medida en que está relacionado con lo anterior).

- Priority template circular economy legislation. It is important for BusinessEurope’s mandate that you fill in the attached priority template (even if just general pointers) for:
- The interface between chemicals, products, waste: the Commission invited BusinessEurope to respond to the targeted consultation for views on the four issues outlined in the roadmap on the «Analysis of the interface between chemicals, products and waste legislation and identification of policy options» with a deadline of 7 July. See the attached consultation instructions for more details.
- The plastics strategy: We expect a targeted consultation before the summer, with an expert group on 3 June being organized on circular economy and resource efficiency. According to our information, the Commission has indicated that their plastics strategy will stretch far beyond packaging. The raw materials, manufacturing, use and disposal process are also reviewed. There are three main aspects: reducing dependence on fossil fuels (bio-based or recycled), increasing recycling and re-use rates, and reducing littering (this is what many stakeholders are expecting most). The plastics strategy will be connected to the interface discussion, and that it is necessary to look at the whole value chain and the whole life cycle. The Commission also looks at the possibility of using Green Public Procurement (GPP) and Extended Producer Responsibility (EPR) as they believe that their full potential as financial instruments has not been used. The attached roadmap has more details. If we get a more updated document we will share this as soon as possible.
- The monitoring framework: BusinessEurope has been invited to an ad-hoc meeting of the raw materials supply group on 18 May on a technical discussion on the indicators. We have to indicate by Friday 5 May if we are interested to join. For that, we need to know we have a mandate from you to do so. See the attached agenda and roadmap for more details. There is a 2012 position paper on resource efficiency indicators.
As agreed during the EWG in February, the interface and plastics strategy have priority hence the extent to which BusinessEurope can be actively involved in the monitoring framework remains to be seen.
